Could it be that he is talking like that because the Chinese Premiere has a limited grasp of the English language. If someone spoke to you in Spanish and you only knew what you learned from a year of high school, the guy talking in Spanish would sound like an idiot to other Spanish speakers. I know the President isn't the brightest bulb but give him a f****** break.
