Probably - Golden Virginia is a trade name for a particular BLEND of tobacco. Blends are derived from various tobacco plants, the particular 'mix' being a trade secret of the manufacturer of the tobacco.
Growing tobacco yourself is not illegal, providing it is for your own sole use. It must not be sold or given in exchange for anything else (ie. a value trade), whereupon tobacco duty would become due.

Yes. Even if they're the real thing, you can't get the same quality tobacco in this country because of the climate. Thats one of the reasons that its grown in Virginia, not just the strain.
You can get tobacco seed and grow your own. You can join a co-op that will help dry, cure and shred your harvest and you don't have to pay tax. But tobacco grown here is better for pipes and snuff than cigs.
