It depends on whether you're in the United States or the UK. What the British call a billion is what we call a trillion; it has twelve zeroes. Here in the US a billion has nine zeroes.

One thousand million (1,000,000,000) is the natural number following 999,999,999 and preceding 1,000,000,001. In English, it is usually called a billion or a "thousand million". (A milliard can also be used to refer to 1,000,000,000, though this terminology is much rarer). In other languages, billion rarely means 1,000,000,000.
In scientific notation, it is written as 109. Physical quantities can be expressed using the SI prefix giga.
