go to Control Panel, then to Printers and Faxes, then select your printer and right click on it, select properties, you have one of two solutions:
1. go to Advanced, set the time when you use your computer, and no one can print after or before this time.
2. on Ports tab, select other port, example COM4, and when you want to print return it to LPT1 or USB. thus no one can print

set the time as when people could use it EX: you can set your printer to not print anything like 12:32 to 1:12 after that time the printer may be accses

if your people who you don't want them to use the printeres are not computerized well .. you can from the properties of your installed printer to change for examble the printer port or the printing time or install another one and set it as default printer.
but if they computerized well you'll have to log on as an adsministrator of your computer and assign permittion to other people ( everybody denied ) i mean .. no ones will have to access the printer accept the administrator.
so, each time you want to print log on as administrator and print as much as you want . :)

depends by your printer and your operating system. You may want to use a print server.
