RSS stands for Really Simple Syndication. As for what it does, RSS is a summary of articles which is published by a website. As an analogy, when you read a magazine (e.g. Times), the first page is filled with short summaries of articles which appear inside. Based on these short summaries, you decide if it is interesting enough to flip over to that page and read the entire article. Well, same thing goes for websites. Popular websites (e.g. New York Times, Washington Post, PC Magazine ...) provide their own RSS feeds for readers, at a glance, to see what new stories are available on their website. You can tell if a website has a RSS feed by looking at the address bar on your web browser. It there is a RSS feed available, a small rectangular RSS icon will appear to the right. In order to read RSS feeds you need a RSS reader. RSS readers are small applications which formats the RSS feeds so you can read it. Popular RSS readers include: Blogline, Google Reader, NewsGator, News Alloy, .... etc.
