A fish doesn't have frontal lobes to support that kind of emotional response.

Since laughing is a way of expressing joy and cant be done without lungs fish cant because they have no lungs and insects and most other animals (except primates) because they usually dont express joy.

I'm pretty sure my cats laugh all the time at me when I start dancing and screaming around my apt. l like a fool. Not sure about other animals and insects though.

There is some indication that anthropoid apes (like chimps) could derive amusement and laugh. And dolphins are knows to make toys out of bubbles for the sheer joy of it, so presumably they could have the equivalence of laughter -- despite it not being expressed with the customary ha-ha-ha.
Less intellectually advanced creatures are most likely unable to get any jokes.

Howdy, sorry but they cant laugh.
Animals have no imagination, this is one of the main things that separate us from animals.
when they see something random they don't find it funny they find it out of the normal.
When we see something we imagine it as out of the ordinary but still normal, to them it makes a nerve go off that makes them sense fear, if a person falls on a banana peel they don't laugh they see it as something out of natures laws, which can cause fear.
They do feel content, they do feel pain.
But they can never laugh, with out an imagination.

i don't think fish or insects laugh but i do know that apes laugh, horses laugh, cats and dogs are ticklish but can't laugh. cats and dogs do get smug looks on their faces

I believe they do at times, what I believe is that they laugh but have a weird way of showing it. And at times I think they have no sense of humor.

With a 3 second attention span, I don't know what they would find to laugh at.
"HAHAHA...oh, what was I laughing at? Woah...I can talk to myself? COOL AHAHAHA...oh what was I laughing at?"
