there are lots of factors leona dear..it could be a computer problem,magnetic devices interfernce or the worst line problem.
here's what you need to do..clear your cache and cookies for your temporary internet files by going into tools from your Internet Explorer>>internet options>>delete cookies>>delete files>>clear history..The next thing that you should do is to check of there are possible electromagnetic interfernce in the modem. Make sure that the modem is not placed on a carpeted floor nor on top of the computer tower..any electrical devices like mibile charger,hallugen lamps..etc..they should be placed at least two ft away from the modem box..

The next thing is since you are connected,you can visit some of the helpsites whre you can d a speed test..like help.sbcglobal.net and search for speed test from there..run the speed test and get the results..call your internet service provider,check from them if you are within the range of the speed that you subscribed from them. Most likely,if they find out that you are not,then they might change something in your line to give you a reasonable speed that you should have

I've heard (not sure if this is true or not) that working by a strong electromagnetic source can slow down DSL, but maybe the person that said this had no idea.

Do you mean slower than normal? Or do you mean the speed isn't what you expected? What package are you on? Remember that due to overhead, actual throughput of your connection will be about 80-85% of your sync rate. There could be many reasons. The most common reason is your distance of your house to your provider. The further the distance, the longer information has to travel. The longer information has to travel, the more chances it has to get interference. I'd call your provider and discuss your problem with their service.

maybe its not your dsl but you have many programs running online at the same time

The further away from the closest telephone center you are the slower the signal becomes. You might also have "noise" on you line. I would call them up and have them test your line.

Your provider is giving you a slow one.call them up and say you want to upgrade your internet service speed.They should have options and different plans.

There's many possible reasons: problems with connection, problem with modem or router (if you use it), overloaded servers of your DSL provider, problems with Windows etc.
Visit http://www.dslreports.com/tools where can you make many speed and other related tests.
Then contact your ISP (internet service provider) and tell them that speed is very bad and WTF is going on? :)
