What legislation is linked to the issue,and why is there a connection?

In the news this week is a possible amendment to NAGPRA (Native American Grave Protection and Repatriation Act).

The original legislation, in part, mandates that museums and other institutions contact Native nations and offer to return the bones of ancestors and sacred objects, and other objects of cultural significance.

The proposed amendment is attempting to limit NAGPRA. It arose mostly in response to the so-called "Kennewick Man" remains, to which several nations laid claim. The proposed amendment would make it impossible for present-day nations to lay claim to any remains unless they were proven to be ancestral to that specific nation. (This can sometimes be tough to do, since some remains are of people who belonged to groups that no longer exist as such. Most often, remains like this are returned to nations upon whose ancestral lands they were found.)
