Yes- but you'd want to be careful of the total clearance. So- you'll need to go with a lower profile tire.
for instance- if you currently have the
195/70 14" tires,
you could easily go with a 195/65 15".
The overall size calculations are pretty easy. the 70 and 65 numbers are the ratio between the width (i.e. 195mm) and the height off of the rim.

as long as you have rims with the same bolt pattern as your car also you want to make sure that your getting rims for a front wheel drive car as that will have a great effect on the fit of the rims. Also theres a thing called an offset that you have to look at i hope this helps!!!

Yes you can. I have a 2004 cavalier with 16's on it. just go with a lower profile tire

Yes but they have to be low profile tires and they cant be any wider than 205 mm!
