Cut it off at ground level and grub out as much of the roots as is reasonable possible. It will likely resprout, but you can mow it regularly and/or apply an herbicide to kill it permanently.

Cover the ground with something like......tarmac. Constuction foil. Tiles.

After 2 years it should be dead.
