VCD is a format in its own right as it DVD ( its called .vob)
Get a program like Nero or Roxio easy cd creator to make movies on vcd or dvd

I would do MPeg-1 or MPeg-2, which all programs would be able to work with in converting to either VCD or DVD file. I use TmpgEnc DVD Author to convert my Mpeg's to DVD video discs.
