Depends. How much pressure is being exerted between the tongue and the tootsie pop (normal force)? How fast/slow is the tootsie pop moved across the tongue (coefficient of friction)? What is the length of the tongue used for the lick? How much saliva is deposited on the tootsie pop for each lick? How much time between licks for the saliva to work at dissolving the tootsie pop? How old is the tootsie pop (is it petrified)? What flavor is the tootsie pop? I think it all comes down to 924 licks, on average (complete guess).
