In some cities, the same is true of horses--people are ticketed when horse make mess. They now have these little pouches that horses wear under their tail which catches the poop. Ticketing horse will probably be coming to where you live soon, too.

I know here in California you can be fined if the cop him/herself feel so to ticket you. There is places they are allowed to have dogs to stop to go to the restroom. There is places it says "no animals allowed". If an animal is on there and goes to the bathroom, they can be fined. A lady was arguing about it but the cop gave her a $50 fine first offense.
I know when we do parades, we have to have a "pooper scooper" behind any horses. Not only does no one want to step in it (the bands, floats) but we also drive and walk too in daily life.
I ride horses and when I went out "on the town" aka: streets. I carried a nice decorated bag with a little pooper shovel on the side.
Around here, we don't worry about it since it is the country. It is expected and no one cares. As long as it doesn't get out of hand that is.
I do think it is rude to not pick up horse droppings if others will have to near it like that.

In the suburban areas near where I live they moan about any kind of poop, including horse poop. In some places they have banned ppl riding horses, which sucks. As for picking up dog's poop... I will never do that. People should watch where they are walking, besides the dogs normally find a spot out of the way, particularly if they are allowed to be off the lead.... I really hate the way society is becoming more and more dictated to. You people that get upset about a little poop, should go and live in a sterile bubble where you won't have to encounter it any more.

Horses seem to get away with a lot of stuff, in some of our National Parks, you can bring in a horse, but you cant bring in your house pet, that dont make any sense, horses poop, & carry dieses, just like anything else !

Horse poop-bumpy slimy runny hard to pick up-ok!
I don't think many people are going to be seen with a baggy and pitchfork-leaning down on the sidewalk trying to scoop a RIVER of horse poop up!!!!!!! How Stupid!!!

well the riders of the horses will get fined if they don't clean it up in a 24 hour period. So, really, dogs don't get away with it so easily.

ok, a dogs defication can be picked up with a plastic bag easily concealed in your pocket (until) you need it. (until is the key word)
a horse... well, who carries a shovel on them?
