There are many places that you can get free webspace.
First, try asking your Internet Service Provider. You may already be paying for webspace.
If not, you can try http://www.tripod.com http://www.bravenet.com or many others. Just do a yahoo/google search for "Free webspace" or "free webpage".
Some places have templates that you can use to easily design a page. Others, you may have to read tutorials or a book to learn how. Trust me though, HTML is not nearly as difficult as you might believe. I learned it in about 2 days. (this is from scratch, not using Front page or any other easy programs to create it.)
If you do want to use a program to create it, but don't want to spend the money on the software, try checking at http://www.openforge.org to see if anyone has made any free software for you to use. Chances are, they have.

or an actual website maker:
-Yahoo! geocities
-Zoomshare
Or a more robust website & blog combo:
-freewebs.com
-wordpress.com
-egoweblog.com
Zoomshare doesn't give you much space btw, and EgoWeblog isn't all that 'blonde friendly' haha..
But all of those places are FREE (the best price!)... I'd check out some other users blogs and websites on each of those services, to see what you want and like. (you and your friend may be blondes, but still try to think and be creative in the development of the newspaper and website and such! haha :D )
Also, you may want to get a Dot tk redirect for your site (www.dot.tk).. they're free and make the URL to your site nice 'n short (it'd be like www.yoursitename.tk)

Yahoo! Geocities offers members a FREE website builder. It's fun, it's easy, it's managable... it's blond proof LOL. It's the best free one I know of.

You can register at http://www.brinkster.com/. They have a free website builder. Yahoo! Geocities also has one too, so you can try both the sites.
If you already have html knowledge and want a free webhost without adverts, then try awardspace.com.
