ok i anwsered a question like this a while back
the extra set of wheels on a cement truck is called a "Strong Arm " it is used to spred the weight over the axles cause you can only have a certain amount on the back and steers so you add the Strong Arm and you now have an extra set of axles to spread more weight on cause the more weight you can legaly carry the more money you can make plus they put it on there to comply with a thhing called the Federal Bridge Formula

I do believe the extra wheels are an anti tipping device in case the truck load of wet cement shifts while pouring. Correct me someone, if Im wrong.

To handle the weight better and the weight of the concrete wont snap the chassis
