Did she write the song? (Just looked, it was written by Terry Britten and Graham Lyle.)
Anyway, one of the lines is: "Who needs a heart when a heart can be broken?" so I'm sure that's what is meant.
But this question gives me the opportunity to say something: I HATE TINA TURNER!
Why? I have no clue! But I turn the TV or radio off when she's on it. I've never met her, but I hate the way she looks, I hate her voice, I feel as if she's a terrible person! Isn't that dumb? I have no idea what kind of person she is.
Someone who reminds me of her must have been very mean to me once. (Actually, now that I'm actually writing this, I think there was a matron in juvie! OMG! It was Miss Marshall! Wow! I figured it out after all these years! Thanks!)

Relationships are complicated and there are so many facets to making it work. In the end, love is not enough
You have to have mutual respect along with harmony, peace, an appreciation of the same things, and so much more

Well, she continues on something like "who needs a heart when a heart can be broken..."
I always thought it was a mantra for divorcing sex from love. And, she was just saying that you can have great sex without being in love. And, that maybe that's just easier than dealing with a broken heart. Also, you might love someone and the sex be lousy.
Of course, in the song "Foreign Affair" she addresses the risks of this. That you might have sex with someone just for sex and fall "in love" with them : "...you may be the one left in the dark. If someone takes a short-cut to your heart".
In "what's love got to do with it?" she calls love a "second hand" emotion, as well, meaning perhaps that either it's inferior or comes second to sexual attraction.
Anyway, if my quotes are "off" at all please pardon, but this is the general sense as I understand it.
I guess I'll be singing this the rest of the night and wake up singing it tomorrow!

she comes from a jaded angle. in that, really what's love got to do with any relationship? with anything in life? love is secondary to all the other bullshit that goes on. it might be love that got you into it but then it gets all mucked up. a cynical song and i loooooooooooooooove it...one of my all-time faves, as is Ms. Turner herself.
