i'm 16 and i had my first b/f at 12, but it all depends on where your going and who your with. At 11 if your going somewhere with his/your parents 11 or 12 is fine but if you want to go somewhere alone then at least 15 if not 16.

You mom is generous. I had my girls wait until age 16 before they went on group dates (no single dates until 18).
Just always behave and act like a lady.
