Does anyone know how to create custom emoticons like on a website or a program

yes first download some gifs or right click and hit save as
then sign into msn click on emoticons then at the bottom of that screen when it comes up it will say more click it and at top it will say create browse for your image/name it or add symbol's>>>)&( what ever you wont and there ya go Good luck

the way i did it substitute into while my acquaintances despatched them, i stunning cliked on them, then cliked "upload". once you purely sort in what shortcut you prefer for it then clik ok or despite the fact that it says
