how would one go about finding a german naval officer that docked for shore leave in victoria in October 1983?
I don't know his last name or what ship he was on....

he wasn't from victoria but from across seas.... germany

I haven't any idea other than perhaps going to the Port Authority and asking the names of ships and shipmates that were there on that date. If your talking about Victoria, BC I'm sure that there would be records, although they may be destroyed after twenty years. It's worth a phone call though as it won't cost you anything to investigate this. Best of luck.
