The Constitution stipulates that each house gets to make its own rules. I recommend checking out their web sites - www.house.gov and www.senate.gov . You might find them there.

Each house makes its own rules. But because the House has so many more members than the Senate its rules tend to be more rigid. By that I mean how you can address the Congress, how to submit bills etc. The Senate is a much more relaxed body.

The duties and responsibilities for Congress are listed in Article I of the Constitution.
