I don't know what you mean by "is it the same". It is not the same in the sense that spot jogging is the same as "running in place"...you dont "go" anywhere. Normal jogging, you are going somewhere. If you are asking about the benefits, yes, the benefits are the same. You are still burning calories, getting cardio-vascular exercise and keeping healthy.
