Period is a biological function which is quite essential till menopause. But linking it with masturbation is foolish and unnecessary. Masturbating has nothing to do with the period. But when the date of period is approached, the masturbation may force the period appear. Masturbating with the purpose of having the period would affect the health. Usually masturbation is cultivated for the purpose of having orgasm. Anyway, masturbation is not a solution either for period or for orgasm.

It may accelerate the dropping of menstrual fluid into the vagina once your period has started, but no, it will not make your pd start. I think that the production of extra vaginal fluid during and up to orgasm may "wick" the sloughing blood and tissue out of the uterus, but that can't happen unless your pd has already started.
