4x - 6y = -30
-30 = 4x - 6y
6y - 30 = 4x
6y = 4x + 30
y = 2/3 x + 5
Answer : f(x) = 2/3 x + 5 (The answers above are solving it as a function of y)

All but one of the above answers are wrong.
A function of x means that x is the independent variable, meaning you're not solving for x but for y. This is why you always see y = f(x), meaning that y is a function of x. The other posters solve for x, and are actually rewriting the equation as a function of y, which is NOT what your question is asking.
So, y = f(x) = (4x + 30) / 6 = (2/3)x + 5.

4x -6y= -30
4x = 6y-30 (add 6y to both sides)
x = (6y-30)/4 (divide both side by 4)
x = 3y/2 - 15/2 (by further simplification)

4x - 6y = -30
-4x + 4x - 6y = -4x - 30
0 - 6y = -(4x + 30)
-6y = -(4x + 30)
y = -(4x + 30) / (-6)
y = (2/3)x + 5

the equation must be a function of x so i guess it is
