...get dust off a dark green
lamp shade that is made of
some kind of felt type material,
and not pleated? No type of
duster has worked. It's too
small to vaccum, and lint
brushing hasn't worked.

You know those lint rollers that are made with the masking tape stuff? That's what I use on my lampshades. If you are concerned with damaging the shade take a few rolls on something first so it's not super sticky.

try using sellotape. cut a bit 4 inches long put it on the area of dust and then pull it off quickly. like waxing your legs. it might work, i use this to remove hair from clothes. good luck.

What about those lint rollers that are sticky. I never had luck with the brushes.

hmmm, try masking tape, roll it around your hand upside down and try to "pick" the lint up.
