A common problem with automotive paint is oxidation of the top layer of the paint. If you have access to a polishing machine (not one of those 2 handed round jobs that Wal Mart sells) you can buy compounds to basically remove the upper layer of the paint. It is a tiring job and if you are not careful you can go all the way through the paint. Best solution is to take your car to a body shop or a detailing shop and have them do it if you have never done this before. If the oxidation is to deep then a complete refinishing of the paint will be needed.

jet-wash it with the hose, get all the dirt from the tires, then get some wax and polish it up. you can also get it re-painted
think of it this way: nail polish is a nice color, but you need a top coat to make and keep it shiny!

Wax it with a good compund after washing it thoroughly. If it doesn't go away find a good body shop and check into having it repainted.
