The first answer posted is no where close to accurate. July 31st is the "non-waiver deadline" After that teams can still trade. The process is, that a team may put any player on waivers only once. When the player is put on waivers, each team starting with the worst and ending with the best gets a crack at the player. So, for example when Andruw Jones was put on waivers, the Royals got a chance to pick him, when they pass the next worst team gets a crack and so on. When a team finally accepts the claim, they have 48 hrs to work out some sort of trade with the team offering the player. If no deal is worked out, then the player is taken off waivers and cannot be put back on till the next season.

There is no MLB trade deadline. However, they make it up for the drama and to get teams panicking at the last second. Teams will continue to make acquisitions/bring players up from triple A until postseason play.

To add to Eric R's good answer, the team with the worst record, in the league that the player put on waivers is from, gets first crack. So if it's Andruw Jones, the Pirates would get first crack.

August 1st onwards, they have to clear waivers. That's the only difference between pre August 1st trades and trades after August 1st.
