The down stairs toliet was not working and they also wanted to cause they thought his family was strange!

RObert De Niro just wanted to stay on the bus. They were going to stay on the bus until, Moses ( the Fockers' dog), got flushed down the RV toilet.

DeNiro told his daughter that he wanted to get to know the family more, and thought by RV'ing it down there instead of flying would allow them to spend more time with the future 'in-laws.' The first movie was sooo much better than the second one.

it was not the toilet....
The toilet problem happened in the RV after the Burns' said they wanted to stay in the RV.
Keyword there, they wanted to. Jack mostly wanted to, since he felt more comfortable.
And I don't remember anything about an A/C problem, so that could be it, too.

I've seen the movie only once, but i think it was just cause they wanted to. I don't think the toilet was a problem yet until the cat was flushed, or the A.C. thing.
