Friction and/ or dry skin most likely. Check out a penis health creme called Man1 Man Oil. It specializes in the penis skin and will both treat and prevent a number of common irritations down there, like raw spots and chafing. There really is no better product for situations like this. Maybe a little dryness from friction from masturbating or sexual content. Apply Vasaline everyday to it until it clears up. And for future refrence lube up next time. No clear up in 4 day go to doc.

It is very likely a STD. It can occasionally be unrelated to STD, as in a case of caught up injury by a jipper, etc.
