Yes and for not paying back government loans for school or college as well. Those who fail to repay their loans or taxes are a burden to those of us who do, so it is really appropriate for the government to withhold money from pay or pension until the debt is repaid. I mean, why should other taxpayers subsidize others who do not fulfill their responsibilities.

Most likely yes however if this is the only income that is coming into the home or taking all of this income will cause extreme difficulty, a guarnishee would likely take place that would remove a certain portion from the benefits every month to go directly to the government.
In such a scenario it's best to attempt to work out a mutually agreeable payment schedule that leaves the person collecting benefits a decent amount to live on and satisfies the government.
Were I am from as long as you are paying something that is a reasonably decent amount towards taxes that may be in arrears, you are not placed in a position where guarnishee would take place. However, if you do not attempt to arrange a payment and ignore their requests after awhile I imagine they'd get tired of giving you the opportunity to come through and they would then take action as they see fit.
It's always more beneficial to at least show that there is an effort there to make payment...the person should sit down, assess their budgetary requirements and determine where they can cut costs if that is necessary. Then from there they should determine exactly how much can be forwarded to the government for the taxes owed.
Also, if the benefits being received are not being reduced to cover taxes on those benefits each month, it is prudent to arrange to have this amount deducted to cover the current year taxes so that further back tax arrears don't accumulate.
Doing this may very well be extremely difficult in the early stages but at some point I think things would even themselves out ...perhaps more income from another source such as the spouse's employment,etc.
Not having to worry about any actions being taken, and eventually having the back taxes paid off...would help the person collecting the disability to have less stress in their life..which of course I'm sure they wouldn't need.

Yes. If it comes from the government, then they can withhold it if they decide that you owe them. One really wonderful thing about the IRS, too, is that they really don't care whether you live or die. They would rather see you starve to death while you are paying them back. Our government in action!!!

Yes, the government agencies are all linked and one can withhold money from you to pay another. Just hope no one catches on, you may get lucky and have your account slip through "the cracks".
