Geocities is a site where you can create or build website of your own. The library probably locked it down so you are unable to access this site to create any personal websites.

Obviously, everyone answered that it is a free web hosting site. However, Geocities allows people to make x-rated sites. That's why your library blocked it.
Angelfire is another one.

geocities is the crappiest website hosting service available and your library computer won't let you access it because they have a program that will automatically block you from using it.

when the page loads you will have a url bar right there just type the name of any site you want to go to it doesnt matter what retrictions are on that server. this is a web proxy it gets around everything.

Pretty much you make your own site there. And I'm not real sure about the second part of why it won't open for you. Because its not working to great for me either, sorry.
