No you don't, because your a.ss will be rightfully sued when you call people on the national "Do Not Call" registry.

There are many dialer software for calling some are free and some commercial.I have experience using multi dialer newfies and ictdialer etc... all are good but i am satisfied with ictdialer(http://www.ictdialer.org).

Hahah i will never help a cold caller.
I know loads of software that could help, like ways to send faxes from your pc using your modem and making analog calls...
but since your intention is to annoy people (and make money by doing so) im afraid the information is annoyling confidential.
