Just burning the movie file onto a DVD and trying to play it will not work. You have to convert it to DVD format.

As long as you can play the video file locally on your PC, you can burn it as a dvd format and play it in regular dvd players. Most video files that you download will need to be encoded first...just run the video burning wizard of your DVD program, it should happen automatically. (It does in Nero, anyway)...
