My husband has the same pet peeve and it is so pervasive there that he now takes the cart for a test drive at the entrance before continuing. *L*

If you pick one up that is just sitting around in the parking lot as you walk in the store you are likely to get a decent one. WHY? Because if someone kept it long enough to take it to their car to unload their groceries it probably worked pretty well. I almost ALWAYS grab one as I walk into the store. And I never get a malfunctioning one. (All the broken ones are usually lined up right where you walk in because that is where everyone last placed the darn thing.)
