Yeah, it's sexual assault at the very least. It's also sexual harassment if you're at work.
I'd report it to someone in authority. If he's in authority, go one step beyond him.
He'll continue doing it if you don't do anything about it, just because he can. He's probably done it to others as well. Some people are sick that way.
Don't bother threatening him. Given his repeat offenses and his audacity, it is unlikely that he will stop. There's a risk that he will retaliate if you attempt to threaten him personally and don't go through the correct channels, and that will give him additional notice to lie and justify his actions. Of course, he might retaliate if you report it, but it puts him on official notice, others will then be aware of the problem, and it will then be less likely that he will retaliate. Besides, if he does, you'll then have a way to follow-up, and it undermines his position for anything he might make up later.
Most places have no tolerance for this kind of behavior. He may think he's being smart, but he's just lucky - lucky that no one has reported him yet.

Here's a couple options I've thought of...
Turn about is fair play-
Ask him if he likes getting whacked in the---. Tell him that next time he touches you ANYWHERE without your specific permission, he will get it- accidental or not.... Be sure to follow through with it, and don't make it pleasant- scare him!
Threaten-
"Accidentally" grab his package... and don't let go- "Oops- Did I do that?" Again, be sure to scare him.
Embarrass-
Next time it happens, get in touch with your inner B**** immediately. Use a lower pitched, loud-ish voice, and say, "LEAVE ME ALONE!" No prissy wailing, no giggling- this is a serious situation, and he needs to understand that.
Legal ramifications-
If it's happening at work- tell him you don't like it (very important step- DO NOT SKIP!), then talk to your HR department- tell them you've asked him to quit, ask them to follow up with him. Then you follow up with them- make sure they're doing something about the situation.
If it's happening at school- again, warn then report- to a counselor or the campus police. Especially if you're not the only one- they'll follow up... but you make sure they're doing their job.
Inner B****-
Take a self defense class- A good one is RAD (Rape Abuse Defense)- it's cheap, easy to learn, the course is also pretty short, so you'll have the knowledge to defend yourself... against anyone. I took the class at the University of Utah. It was taught by some of the campus police dept.... I'm 5'3", 125, and I scared one of the officers- a man!!
All joking aside- he's assaulting you. He's committing a crime against you, and he has no right to be doing it, and you don't have to let him get away with it.
Be aware that even if you go through the proper channels, he may retaliate. My husband worked with a guy that had been reported to HR for sexual harrassment by 4 or 5 women. One evening, he caught the first woman in the elevator... he tried to rape her... yeah, he's not working there any more, and acutally, I think he's currently wearing one of those amazingly unflatering County Orange jumpsuits.

If this is at work, report him to your human resources manager. If it's at school report him to an administrator.
Otherwise, report him to the police.
Responded as others have suggested by commiting a violent act back, might work or it could back fire and get you into trouble. It may be slower and less enjoyable but try following the correct channel to get the situation corrected. But this guy needs help and you should not be being abused in this fashion.

Tell someone or the next time when he "runs into you" shout at him like "What the hell are you doing?! STOP touching me", especially if there are people around, he would definately stop. Then tell him, "if you were to touch me again, ANY PART of my body, I would be sure you would end up at a place where you should have been a LONG time ago, JAIL."

Tell that pervert if he doesn't stop you are going to get a restraining order put out against him. Maybe then he will know you are serious and you mean business. That is riduculous. I'm sure he doesnt want to be taken to court over his stupidity.
