What do these signs indicate?

Your parent runs so-called errands every day of the week. Most of the time they are gone for hours at a time. Sometimes they leave as early as 5:30 a.m. and don't return until 9:30-10 a.m.
Extreme mood changes; usually angry
Answers the phone "this is smokey", sometimes
When running errands; leaves 3 year old with 14 year old daughter
hides from family and friends; fails to tell phone # or address if moved
Has a big box of old prescriptions in bedroom (@ 10 years old)
Always has cash on hand but claims they never have money
When son tells joke all in house laugh except for Mom; later told same joke she busts up laughing; when asked why she failed to laugh the first time; she states "I was different then"
Has bad and rocky relationships with everyone
Hardly ever has a land phone; usually has cell phone which only is in use for a few months and then disconnected. A new cell phone is purchased; new #

You sound like a very smart youth. Yes certainly all the signs are there that dad could be potentially a drug dealer. You might want to ask him what good his scipt is if it is 10 years old and suggest that he flush it so young 3 year old doesn't get hands on it. If you wanted or needed to discuss this with anyone I would suggest that you talk with a guidance counsellor, parish leader, youth help line, or police if necessary. Sounds also that you have concerns that mom may be abused by dad. If so you should try and help her also and maybe between the pair of you, you can come up with something to do to deal with this situation. Drugs, the drug subculture and money earned from it are viewed by some people as good lifestyles and some people can earn a lot of money from it also. But fact is that these drugs are going to kids your age and that someone may get seriously hurt from using them and do something silly like hurt either someone else or themselves. The choice of what to do is all up to you. Hopefully you will make a wise decision and handle this situation in a mature manner. Best of luck to you.

Maybe the world is high and she's straight!

This is not the normal symptoms of being on drugs. Being able to purchase cell phones, keep money in her pocket, being able to wake up at 5 a.m. .................... Nah! Not drugs, she sound more like she's creeping with someone else's husband that's too close to home.

At least some kind of mental instability. Perhaps not solely drugs but a mental condition, like Alzheimer's or bipolar

YES IT DOES SOUND LIKE DRUG USE. I USED TO USE AND THOSE ARE ALL SURE SIGNS. IT SOUNDS LIKE CRYSTAL METH OR CRACK COCCAINE. POT DOESNT MAKE YOU DO THOSE STRANGE THINGS. UNFORTUNATELY UNLESS SHE IS CAUGHT A FEW TIMES OR REPORTED THERE IS NOT MUCH YOU CAN DO, UNLESS YOU TRY A HEART TO HEART AND SHE WANTS TO GET HELP. BE CAREFUL, PEOPLE ASSOCIATED WITH HER CAN NOT BE TRUSTED AND MAY TRY HORRIBLE THINGS TO YOU. NEVER LEAVE THE 3 YR OLD ALONE WITH HER IF YOU FEEL SHE IS ON SOMETHING. DOES SHE EAT RIGHT? LOOSING WEIGHT? HAVE SHADY LOOKING FRIENDS? HAVE ANOTHER CONCERNED ADULT CALL HER CELL AND ACT LIKE HES WANTING TO PURCHASE, HAVE HIM USE HER ALIAS NAME AND SAY " HEY SMOKEY, HEARD YOU GOT WORK? CAN WE MEET?" WORK MEANS DRUGS, LIKE CRACK OR METH. ITS DRUG DEALER LINGO. GOOD LUCK TO YOU.

I would assume that she is, but u should confront her about it,(well not confront but sit down and talk to her with some one older whom she respects) and tell her how u feel.
