You have insufficient data to interpolate.

It's like enlarging a photo. After a while it just blurs.

You can only decrease a bitrate, not increase it. When you decrease a bitrate, it removes data from the file to make it smaller. There's no way to get that data back once it's gone.

Your probably using a program with limited settings. Try using another program.

Bitrate. You can't create more samples out of thin air.

16Kbps must sound like crap tho.
