New York city had the largest number of people reporting as Black
with about 2.3 million, followed by Chicago, 1.1 million, and Detroit,
Philadelphia and Houston, which had between 500,000 and 1 million
each.
Among places with 100,000 or more population, Gary had the highest
percentage of people reporting as Black, 85 percent, followed by
Detroit, with 83 percent.

I lived in a predominantly black community for many of my life and felt particularly risk-free. No issues for 20+ years. I moved some cities over to a white community and my motor vehicle and dwelling house have been given broken in to. might have been anybody white or black, yet needless to say the community would not count plenty.

Just by glancing at this census report I'd say it's Washington DC based in highest percentage. My guess was Atlanta.
