I don't think that you can put all skin tones into 38 different categories. I believe that thee are more. Every two people have different skin tones and complexions.

Yes they do because some black families have more pigment in their skin than others and some have less and thats how those 38 skintones produce.

and i believe that white ppl also have
many shades as well.

i have an olive complexion
but considered white.
