the inside lane is 1/4 mile. they stagger as they go out to shorten the distance so that they all end at the same line and equal 1/4 mile.

the distance between the start line and the timing lights is always 1/4 mile if manual timing then a line is at the finish the stagger is because the corner radius makes the inside lane shorter and the outside lane longer

the track is built from the inside out. you know with a football field inside. so while building outwards when you get to the track section you build the first lane and keep working outwards til you get to the stands and the parking lot etc... so the first lane is lane 1(ONE) and so on!

It's probably the inside lane since in long distance runs, all the runners run as close to the inside as possible.
