Probably. If you have more than one rabbit and they interact, make sure they aren't fighting. Check the fur for red, brown, or black dots or eggs, this is a sign of mites. Your rabbit may have mange, in which case you should get advice/medecine from a vet.

there are many things that can cause a rabbits fur to fall out. a Femal rabbit will pull fur from under her ching to make a nest for babies. usually within 1 week of having her littler. Stress is another good way for a rabiit to shed. Mites and or sometimes flees can cause them to loose fur, rabbits to not deal the same way with fleas as a dog or cat. instead of scratching constantly they will pull fur from there bodies to stop them from spreading and living within their coat. The best bet if there is not chance that your rabbit is pregnant is to have you local vet take a look. Most vets are getting better at recognizing rabbits as pets, however some are still not familliar with common rabbit illnesses, you will likely need to research a vet that has this knowledge.

Best of Luck!!!

Most likely, he could have mange caused by mites. I would take him to the vet but make sure he is isolated from any other rabbits as mange is contagious to rabbits and people.
