If you are behind a firewall at home you can turn it off by going
Start > Control Panel > Windows Firewall. Then you can chose to turn the firewall off or allow a few programs to bypass the firewall.
If you are at work or another public place you will need to ask permision to get around the firewall from your system administrator.

First off, find out what is causing the firewall, is it a program? your router? or Windows? If you have something like Norton's Internet Security for instance.
Secondly, if your just trying to access a website or do something exactly, I would recommend you set the firewall to allow it instead of turning it off. If you turn it off your wide open, if you just tell the firewall that this website is ok, for instance, your still protected elsewhere.

well, you want to stay behind the firewall-- that's how you are protected from attackers.
but if you do want to come uder fire-- just turn it off :)
I guess you trying to use one of those "downloading" programs, so just find what port that program is needs, and just open only that port on your firewall.

disable it on your antivirus options... or if it is windows firewall disable it from the control panel
