"In wine is truth", which generally speaking is true since alcohol of any kind tends to loosen the tongue and leads to people saying things that they would normally keep to themselves. Thus, due to the alcohol, the truth comes out. They knew a thing or two these Latins.

Your behavior when you are drunk is culturally bound, meaning that not every drunk person in every culture acts belligerant and stupid. It's probably true that when drunk most people will give out their true opinion because their inhabitions have been lowered to the extent that they feel free to express them.

Lack of inihibition makes it easier to tell the truth, but you only tell what you want to tell anyway. The secrets you want to keep secret stay secret no matter how much alcohol you drink. You have to want to tell even when you;re drunk.

Partially. Drunks say all kinds of things they don't mean to and are really lousy liars, but they honestly BELIEVE lots of stuff that is patently ridiculous when they are sober.
