Our government is in debt, but the private citizens who live in the U.S. are what makes it the richest country in the world. Not to mention all of the private companies. So our gross domestic product -- or the output of all of the people and industry -- is the highest in the world, even though our government remains in debt. Assets minus liabilities = net worth. Think about how much all the stuff in the U.S. is worth - everything. If you subtract the debt, the number is still huge.
In reality, the "richest country on Earth" label probably is derived from our GDP and productivity figures. We have the worlds largest economy and our per capita income figures are very high. This is probably why we are considered the richest country.

Even while the U.S. has yet to pay off loans, we're still richer than the countries we owe. I wonder if we're just paying the minimum balances. Good question.
