that big thing is hooked to your furnace or air handler .it sounds like your not getting any blower action make sure the switch is on and check the circuit breakers .the liquid that's leaking is probably water from a frozen line which will happen when you lose the inside fan .also check your filters in your furnace

I know it sounds like a stupid suggestion, but it's outside and all kind of weird things happen with kids, neighbours, nature etc. Make sure there is no power to the unit at all, turn off the electricity if you have too, open up the housing, follow the electric wire to the inside plug that powers the fan's motor and make sure it's plugged in. If it is plugged in unplug it, brush the plug and replug it firmly. If it doesn't work check the inside surge protector switch and see if it's been tripped. When the electric company turns off the power and turns it back on, it can trip the fuse\surge protector. If it is in the off position, then switch it to the on position. If that checks out it's probably only the fan's motor, the maker will be able to install a new part the same day.

The big fan is to cool the compressor. There is another fan that blows in the house. Freon is a gas so you won't see it leaking out. Any water would be condensation or ice melting if the unit is stopped up....

Turn a/c off at thermostat click fan switch from auto to manual, if your fan doesn't come on you probably need new blower motor on your furnace.

I could try to explain it, but from your post I'm going to go out on a limb and suggest you call a service man to look at your system.
