Even on a ship or island in the middle of the ocean, there can be a "shortage of water" meaning, of course, a shortage of fresh water. This is described famously by a line from Samuel Taylor Coleridge's The Rime of the Ancient Mariner:

"Water, water, every where
Nor any drop to drink."
Seawater can be turned into drinkable (potable) water by one of a number of desalination processes, or by dilluting it with fresh water to reduce the salinity. Otherwise, it should not be drunk because of its high dissolved mineral content. In the long run, more water must be expended to eliminate these minerals (through excretion in urine) than is gained from drinking the seawater itself.

Plain and simple the amount of salt in seawater cancels out the water and worsens dehydration because blood cells expel even more water to combat the salt.

Humans can't drink salt water because the kidneys can only make urine that is less salty than salt water. Therefore, to get rid of all the excess salt taken in by drinking salt water, you have to urinate more water than you drank, so you die of dehydration

I think because of the salt content, we would swell up. The salt would make us retain too much water and we would drown in our own fluids. Think about what happens when you eat too many salty snacks, don't your hands and feet get puffy?

Fish pee in it. And salt makes you thirsty.

If you purify it and do some other stuff to get the salt out, it is drinkable.
