Because they are insecure and feel inadequate. Smart remarks go hand in hand with criticizing someone. It just makes them feel better about themselves. Unfortunately it is at the expense of someone else.

because it's funny. it's a complex pattern of social interaction that's imprinted on us, largely from television. if you think about it, people idolize class clowns, smart aleks, and smarmy talkers.
