I think the term usually refers to those aspects of the human psyche that do not change.

This is just semantics, though. If you are simply asking whether or not people can change, then my answer would be yes.

Human nature is not something that is fixed at birth. You develop it as life goes on. Life is all about choices, right and wrong ones. Bottom line, as humans we can and do change our nature. Sometimes not for the good. That's what makes us different than the other creatures on this earth. Our ability to choose.

Yes, it is called learned behavior. The consequences of not changing have to be greater than the consequence of change. Ideologies can change as well if a person is susceptible to logical reasonning. We are all a product of our environment as well as pre-destined genetics. This is an argument famously debated between Thomas Hobbs and David Hume in the late 1700's Early 1800's. They were both correct.
