What is the required criteria for a land mass region to be considered a country or a sovereign nation? Who makes that distinction?

There is no standard in international relations for the recognition of sovereignty because the international system is anarchic. In modern times, the recognition by the UN is helpful but not necessary in getting other states to recognize the sovereignty of a territory (A nation is a collection of people and therefore cannot have sovereignty itself, but it can be given sovereignty over a territory which is then called a nation-state). The current norm of when to recognize a state's sovereignty is often determined by the Montevideo Convention that provides a definition for a "state." However, ultimately the standard of what makes a sovereign state is determined individually by all the other states in the system and they don't always agree.

Total Military and Political Control over the region, popular support. Also getting recognized by other nations.

The nation must have its own government and must have some type of a constitution in which it will rule. In some cases the United Nations will accept the nation and publicly recognize its presence.

A strong enough army to say it is. That is all

Now for UN to recognize I know it has to have a fully formed government but not sure what rest of criteria are

Defined borders and international recognition. So France and Jordan are, but your backyard is not. Taiwan has defined borders, but no one recognizes them.

It, now days, has to be recognized by the U.N. as being so. You have to jump thrrough a lot of hoops.
