Both your questions require the same answer. "They don't". It makes no real difference. Pretty shoes are pretty shoes, ugly shoes are ugly shoes, whether they have a heel or not. Some shoes go with the clothes you are wearing and others don't. That whole plumpy fat with flats and gorgeously thinner with high heel is a bunch of BS (pardon my french)
It is basically personal taste. Most men do not see any difference.

This is totally false. If you are fat, you will still look fat, regardless of what kind of shoes you wear. A 300 pound woman would still look like a 300 pound woman in high heels.

High heels make a difference in a woman's walk and posture- usually improving them. The difference is pretty slight, considering, but noticeable enough.

Well i dont think flats make you look fat, im skinny and i look exactly the same, But heels do make your legs look longer and your legs look stronger and more muscle-ish. flats dont, they are very relaxing to your legs.

Because it allows your calf muscle to contract and look rounder and firmer... Flats stretch the calf.
Careful though... High Heels too often can cause damage in the tendons.

properly im 5"7 and that i positioned on intense heels going out each and all of the time. yet in spite of this I surely have tall and small acquaintances and that i do be towering over a number of them yet i dont think of adult adult males locate it unattractive in any respect....properly i assume it relies upon on the guy!
