I am just going to give you a step-by-step to applying makeup and it should help.

1. Apply your foundation, if you use a powder, close your eyes and dust it lightyly over your eyelids.

2. Eyeshadow: You should use 3 colors. First, choose a shade slightly darker than your skin and brush it over your whole eyelid up to the brow line. Then, from the crease down, apply a medium shade. You can keep it in the brown family or chose a color, (plum works well for brown eyes, pink for blue/green eyes). Finally, pick a light color, it can be a pale version of the middle color, or you can use white, and just put it right above the lash line.
p.s. I like to use my fingers to apply shadow, it give me more control

3. If you are having problems with dark lines, try using a clear mascara. Just put it on, and if you need to separate any clumped lashes with a little lash comb. The clear mascara is nice since you don't have to worry about smudging.

4. Apply a light blush that just gives you a little glow.

5. Lastly chose a lip color/gloss that makes your lips stand out a little, but is not over-powering.

As for brand, I like Mabyelline's Dream Matte Mousse blush. It gives nice coverage and stays on well. You can also try just a pressed powder, Cover Girl makes a good one. For Eyeshadow, just chose a pallete that has colors you can use.

Always put a light coat of foundation and loose powder on your eyelids and under eyes too, this will help with that, it holds the shadow in place.
Another thing too is always curl your eyelashes.
If your eyeliner is causing this problem try to just put your eyeliner on the outercorner or your eye like a little "V" shape, don't go all the way across.
good luck with this.

Do you mean that the colour smears off underneath your eyes? Then you can try applying loose powder under both your eyes before using mascara/eye-shadow, this way you can easily brush off any "dirt". If the color refuses to stay on, you better just switch brand. If its the skin itself that changes color when using makeup, I would be concerned. Maybe you're allergic?

Okay. You got a big delima to face. Do you want to go new make up or go to a make up specialist. Because you could end up spending thousands of dollars trying different make up brands. But if you go to a make up specialist she let you keep your same brand plus show you how to put it on and tips too! That's okay I was in a situation like that too. I got so worried I cried and wouldn't wear make up at all. It was a very hard time in my filthy rich life.
Heck!! I made that crap up I don't know! I don't wear make up and I look great!

Use Clinique Mascara and try not to rub your eyes at all. use revlon eye shadow in your natural skin tone and it will apply shimmer to your eyes and make them llook drawn out without adding too much attention to your eyes.
